Starknet's non-binding poll on researching an independent layer-1 blockchain closed on October 22 with 93.52% of cast voting power supporting further study. The final Snapshot record supplies a result for the ballot opened on October 15.

The record lists 3,236 ballots and a total voting score of approximately 489.33 million. The research option received 457.61 million, compared with 22.38 million against and 9.33 million neutral. The opposing and neutral choices therefore represented approximately 4.57% and 1.91%, respectively. These percentages describe voting power cast, rather than a headcount or the views of every STRK holder.

The neutral option explicitly requested more information. Snapshot records that option separately from opposition, and its published tally now marks all scores final.

The proposal explicitly limits a yes vote to research. An L1 transition would need a dedicated governance process. This result does not change the network's architecture.

The official forum explanation had set out different paths for each response: a yes result would lead to research and more detailed proposals and polls; a no result would continue post-quantum work within the existing L2; a neutral result would leave the discussion open. It also said STRK would remain the token, with no new token planned, and Ethereum bridges would stay open.

Cointelegraph separately reported that StarkWare and the Starknet Foundation had established a working group. CEO Eli Ben-Sasson told the publication he hoped to release a draft whitepaper for public scrutiny in November. The target concerns a draft for discussion, rather than an approved migration.
